The governing United Russia party looks set to consolidate its dominance over Russia’s lower house after a parliamentary election on Sunday.
With a quarter of the ballots counted, the party backed by President Putin has a commanding lead, with over 50 percent of the vote.
The results so far give United Russia an even more substantial margin than two exit polls had suggested. Published around an hour after the end of voting, they gave the party just under 50 percent of the vote. However, the signs are that turnout is much lower than in the last election five years ago, suggesting a certain amount of voter apathy, with many people struggling to get by amid a poorly performing economy.
The early results put the nationalist Liberal Democrats (LPDR) in second place, just ahead of the Communists who slip into third. Both scored under 20 percent of the vote. In fourth place is Fair Russia with well under 10 percent of the vote.

Social Security annually weighs whether to give beneficiaries a cost-of-living adjustment based on the inflation rate during the third quarter of the year compared to the last year a COLA was awarded. Beneficiaries didn’t receive a COLA for 2016 because the inflation rate had fallen, the third time since 2010 they didn’t get a bump in payments. The 0.2 percent COLA that the trustees project for 2017 could yet change with inflation. The final word will come in October.
Gasoline prices have been rising this year, and the higher employment rate means that employers will have to increase wages to attract workers — both signs of inflation, said James Angel, an associate professor of finance at Georgetown University. Still, Angel said, Social Security beneficiaries should not expect much when it comes to a COLA next year.
The big question for Medicare beneficiaries is what happens to the Part B premium in 2017. With no COLA for 2016, about 70 percent of Medicare beneficiaries were “held harmless” from cost increases and are paying the same standard premium as they had in the previous three years ($104.90 a month). The rest are required by law to share the load of increased costs and pay a lot more. Congress, though, stepped in last year with a solution that limited the impact of the increases for 2016.

Trump’s business conflicts with America’s national security interests cannot be resolved so long as he or any member of his family maintains a financial interest in the Trump Organization during a Trump administration, or even if they leave open the possibility of returning to the company later. The Trump Organization cannot be placed into a blind trust, an arrangement used by many politicians to prevent them from knowing their financial interests; the Trump family is already aware of who their overseas partners are and could easily learn about any new ones.
Many foreign governments retain close ties to and even control of companies in their country, including several that already are partnered with the Trump Organization. Any government wanting to seek future influence with President Trump could do so by arranging for a partnership with the Trump Organization, feeding money directly to the family or simply stashing it away inside the company for their use once Trump is out of the White House. This is why, without a permanent departure of the entire Trump family from their company, the prospect of legal bribery by overseas powers seeking to influence American foreign policy, either through existing or future partnerships, will remain a reality throughout a Trump presidency.
