“Do you realize what health care spending is as a percentage of the G.D.P. in Israel? Eight percent,” he said. “You spend eight percent of G.D.P. on health care. You’re a pretty healthy nation. We spend 18 percent of our G.D.P. on health care, 10 percentage points more. That gap, that 10 percent cost, compare that with the size of our military — our military which is 4 percent, 4 percent. Our gap with Israel is 10 points of G.D.P. We have to find ways — not just to provide health care to more people, but to find ways to fund and manage our health care costs.”
Israel spends less on health care because of a universal health system that requires everyone to have insurance. Every Israeli citizen has the obligation to purchase health care servicesthrough one of the country’s four HMOs since government officials approved the National Health Insurance Law in 1995. People pay for 40 percent of their HMO’s costs through income-related contributions collected through the tax system, and the state pays the remaining 60 percent. And by many standards, Israelis are getting better health care than U.S. citizens. The infant mortality rate is much lower, and its mortality rate due to heart disease is half the U.S. rate.

Schakowsky is spot on. And it's refreshing to see at least some Democrats paying attention to the intriguing special election results last month in Arizona. Democrat Ron Barber focused hard on protecting social programs and easily fended off a strong Republican challenge in the swing district previously represented by Democratic Congresswoman Gabby Giffords.
The backbone emerging in the Democratic Party comes at an important time. It was 47 years ago this week when President Lyndon B. Johnson signed Medicare into law. The legislation represented a monumental leap forward in how Americans treated one another. At the time, half of seniors did not have any health insurance. And those seniors who did have insurance paid three times what younger people paid for their care despite having, on average, just half as much income.

Another myth that Republicans are pushing is that we need to raise the retirement age because people are living longer. Again, this is a total lie designed to trick you into agreeing to benefit cuts. Retirees are living just as long today as they did in the 1930′s. Life expectancy has only gone up because fewer people die in infancy today and as a result, the average life expectancy age goes up. But when you break down the statistics by earnings bracket, people in the top brackets live 6.5 years longer than they did 70 years ago, and people in the lower brackets have only gained less than a 2 year increase in life expectancy. So if Republicans were honest, they would slash benefits of those in the upper crust of American society. But they won’t do that. Instead they want to raise the retirement age to keep you from claiming the benefits that you worked so long to claim. It’s just another way for them to cut your benefits.


Republicans are hell-bent on destroying Social Security. So much so that they have played the National Debt card as a reason to cut it. They claim that Social Security adds to the debt. In reality, Social Security funds, by law, are self-sustaining, and are totally separate from the federal budget. In other words, Social Security pays its own way. The government does not borrow money to pay for the program. The trust fund is sustained by taxpayers who contribute a payroll tax, known as the FICA tax, that has been in effect since Social Security came into existence. Republicans are just full of excuses and will try anything to kill the program.

In 1999, Gilchrist Metal received $800,000 in tax-exempt revenue bonds issued by the New Hampshire Business Finance Authority “to set up a second manufacturing plant and purchase equipment to produce high definition television broadcasting equipment,” according to a New Hampshire Union Leader report at the time…
Last year, Gilchrist Metal also received two U.S. Navy sub-contracts totaling about $83,000 and a smaller $5,600 Coast Guard contract in 2008, according to a government web site that tracks spending.
Gilchrist wisely took advantage of these funds, which help small businesses like his survive in their early years. He also took a U.S. Small Business Administration loan in the late 1980s totaling “somewhere south of” $500,000, plus matching funds from the federally-funded New England Trade Adjustment Assistance Center.

Washington, DC.  The United States is at risk of being dangerously unprepared for serious emergencies because of the offshoring of critical manufacturing sectors and a reliance on foreign suppliers for products needed in the wake of catastrophic events.  According to a groundbreaking report released today by the Alliance for American Manufacturing (AAM), the U.S. must revitalize its manufacturing capacity to reduce such vulnerability.

The report was co-authored by Tom Ridge, the first secretary of the U.S. Department of Homeland Security, and Robert B. Stephan, a former Assistant Secretary for Homeland Security for Infrastructure Protection.

“There is a direct nexus between a strong domestic manufacturing sector and America’s ability to prevent, mitigate, recover from, and rebuild quickly in the wake of catastrophic events,” said Ridge.  “Revitalizing America’s domestic manufacturing capacity must become a clear and urgent national priority at all levels of government and among industry leaders.”

The report illustrates the growing frequency of major catastrophic events, man-made and natural, as well as new threats like cyber attacks and pandemics.  It contains specific recommendations for restoring the nation’s internal capacity to address emergencies, including revitalized manufacturing, investment in America’s infrastructure using U.S.-made materials, strengthened public-private collaboration, and enforcement of trade laws.

The United States now relies on foreign suppliers for everything from steel, cement, batteries, and critical high-technology components to every day medical supplies such as antibiotics and penicillin.  The resultant risks include not having access to needed materials and products, delayed delivery times, and the poor quality of some imported products.  These problems are becoming more noteworthy given the fragility of the nation’s aging infrastructure.

Poverty is closely tied to joblessness. While the unemployment rate improved from 9.6 percent in 2010 to 8.9 percent in 2011, the employment-population ratio remained largely unchanged, meaning many discouraged workers simply stopped looking for work. Food stamp rolls, another indicator of poverty, also grew.
Demographers also say:
—Poverty will remain above the pre-recession level of 12.5 percent for many more years. Several predicted that peak poverty levels — 15 percent to 16 percent — will last at least until 2014, due to expiring unemployment benefits, a jobless rate persistently above 6 percent and weak wage growth.
—Suburban poverty, already at a record level of 11.8 percent, will increase again in 2011.
—Part-time or underemployed workers, who saw a record 15 percent poverty in 2010, will rise to a new high.
—Poverty among people 65 and older will remain at historically low levels, buoyed by Social Security cash payments.
—Child poverty will increase from its 22 percent level in 2010.
Analysts also believe that the poorest poor, defined as those at 50 percent or less of the poverty level, will remain near its peak level of 6.7 percent.

"It won't save them jobs, it won't even save them that much money, but it is going to cause illnesses, deaths, more hospital stays or days lost because of illness,” said Scott Slesinger, legislative director for the Natural Resources Defense Council. “That's why we have all these environmental laws.”
Not all of the GOP proposals are focused on environmental deregulation. A handful call for weakening the authority of the National Labor Relations Board as a way to boost businesses' savings, which could, in theory, then be reinvested in new jobs.
But Burtless said those proposals are more likely to impact those currently working than those seeking work.
"They may weaken the ability of current workers to negotiate for better working conditions or wages. They may lessen the ability of workers who want to join unions to do so in companies that are currently unorganized," he said. "But it's just hard to believe that they create jobs in the short run."

What’s easy to miss in the story of Barclays’ attempted manipulation of the Libor — see here for what the Libor is and why its manipulation is a Big Deal — is that Barclays itself highlighted its malfeasance by coming clean and settling with regulators. Thus, they’ve borne the brunt of the furious response from legislators and citizens in two nations, even though it’s been known for some time that … everyone was doing it. Or, at least, a bunch of other banks did the same thing — we don’t yet know for sure which ones and to what extent because no other bank has agreed, as Barlcays did, to admit involvement.
The other banks still under investigation have, according to a Reuters report, strongly considered all jumping into the pool at the same time and trying for a group settlement with regulators. The regulators like the idea because it will involve a great big number and a big list of names. The banks are warming to the idea because the big list of names means no one firm gets the Barclays treatment for a week or three. In other words, settle quick and hope no one digs too much into how much criminal activity each member of the family is responsible for.

IndustriALL Global Union joined thousands of activists around the world to vote for Rio Tinto as the worst company linked to the London Olympics in the Greenwash awards, as the Responsible Jewellery Council (RJC) awarded certification to Rio Tinto on 13 July, attesting to the company’s highest ethical, social, and environmental standards.
In a mock awards ceremony held in Trafalgar Square, IndustriALL joined the London Mining Network and other NGOs, demonstrating the damaging behaviour of Rio Tinto around the world on its workers’ rights, local communities, and the environment. An Olympic-style medals podium was erected with Rio Tinto, followed in second place by BP, and third Dow Chemicals. Green slime was poured over the heads of those symbolically receiving the awards for the companies.
However the demonstration ended in catastrophe as London’s police came and arrested six people they thought to be the event organizers. Ironically, the arrests were made as the demonstrators were wiping up the custard. The basis of the arrests was “criminal damage” caused by the custard on Trafalgar Square, but it had all been completely cleaned before the 25 police officers left with the six arrested demonstrators.

LONDON, July 22 (Reuters) - Rich individuals and their families have as much as $32 trillion of hidden financial assets in offshore tax havens, representing up to $280 billion in lost income tax revenues, according to research published on Sunday.

The study estimating the extent of global private financial wealth held in offshore accounts - excluding non-financial assets such as real estate, gold, yachts and racehorses - puts the sum at between $21 and $32 trillion.

The research was carried out for pressure group Tax Justice Network, which campaigns against tax havens, by James Henry, former chief economist at consultants McKinsey & Co.

He used data from the World Bank, International Monetary Fund, United Nations and central banks.

Like everyone else following the news, I've been awe-struck by the way questions about Mr. Romney's career at Bain Capital, the private-equity firm he founded, and his refusal to release tax returns have so obviously caught the Romney campaign off guard. Shouldn't a very wealthy man running for president -- and running specifically on the premise that his business success makes him qualified for office -- have expected the nature of that success to become an issue? Shouldn't it have been obvious that refusing to release tax returns from before 2010 would raise all kinds of suspicions?




By the way, while we don't know what Mr. Romney is hiding in earlier returns, the fact that he is still stonewalling despite calls by Republicans as well as Democrats to come clean suggests that it could be something seriously damaging.

Here’s what you should do, Mr. President. In the debates this fall, pull out a small laminated card you’ve had made as a prop for this purpose. Then remind Mitt Romney that the ranks of the uninsured today are equal to the combined populations of Oklahoma, Connecticut, Iowa, Mississippi, Kansas, Kentucky, Arkansas, Utah, Oregon, Nevada, New Mexico, West Virginia, Nebraska, Idaho, Maine, New Hampshire, Hawaii, Rhode Island, Montana, Delaware, North Dakota, South Dakota, Alaska, Vermont and Wyoming.
Read that list slowly, Mr. President. Then ask your opponent: Would America turn its back on the citizens of these 25 states if everyone there lacked basic health coverage? That’s what we’ve been doing for decades. You knew it was right to act when you were governor of Massachusetts, Mitt. How can you pretend we don’t need to solve this for the nation? And how can you object with a straight face when your own pioneering plan was my model?
The president should also say he’d be happy to talk reform once Republicans offer a rival plan that the CBO certifies will cover 30 million people, as the Affordable Care Act does.

The [Emergency Unemployment Compensation] program is scheduled to expire at the end of December 2012. Workers who lose their jobs during the first week of July and thereafter will thus face having no federal benefits when they exhaust state UI benefits. Unlike prior authorizations of the EUC program, which provided for a graduated phase-out of eligibility for workers receiving benefits on the scheduled expiration date, workers receiving EUC at the end of the year face a “hard” cut-off: their benefits will stop. This means that unless Congress reauthorizes the EUC program by the end of December, no unemployed worker will receive any federal unemployment benefits for the weeks after December 29, 2012.

We Americans misconstrue a lot in presuming that we know what 18th-century men thought about when they invented a nation that was joined to the transcendent value of human liberty. The founders’ vocabulary was different from ours. They invoked a word we don’t use much anymore – magnanimity – when they spoke of the generous concern meant to underlie the relationship between individuals, or between the government and its citizens. The new republic was to advance social harmony, which unequal governments (monarchy, aristocracy) did not.
It is noteworthy that in the Declaration of Independence, Jefferson emphasized this point in his criticism of the British: “We have appealed to their native justice and magnanimity, and we have conjured them by the ties of our common kindred to disavow these usurpations.” He justified separation from Britain as much on the basis of its moral abandonment of the colonies as of an unjustifiable use of power. When a people were treated thoughtlessly and callously, when their rulers failed to show genuine concern for their happiness, subjecting them to “injuries and usurpations,” they, as an abused people, had every right to protest loudly and even rebel, so as to obtain “new guards for their future security.”

So the Supreme Court – defying many expectations – upheld the Affordable Care Act, aka Obamacare. There will, no doubt, be many headlines declaring this a big victory for President Barack Obama, which it is. But the real winners are ordinary Americans – people like you.
How many people are we talking about? You might say 30 million, the number of additional people the Congressional Budget Office says will have health insurance thanks to Obamacare. But that vastly understates the true number of winners because millions of other Americans – including many who oppose the act – would have been at risk of being one of those 30 million.

While the law is on solid constitutional footing, its future remains uncertain. If Obama is reelected, it is sure to survive through 2014. That means it will begin insuring tens of millions of Americans, and at that point, its repeal will be nearly impossible. If Mitt Romney wins, he promises he will begin the process of repealing it on “day one” of his presidency, and while that schedule might be ambitious, he can, alongside a Republican Congress, get pretty far, pretty quickly, using the filibuster-proof budget reconciliation process.
The reality is that both of these questions will be decided by the presidential election. The winner will clearly decide the fate of the Affordable Care Act, if only by deciding whether it survives to 2014. And he will likely get the opportunity to appoint one or more justices, which could decide whether the Supreme Court continues its rightward shift or swings back towards the left. So while little changed yesterday, it was a reminder of how much could change in November.
